It’s legislative season (see 2024_senate_legislative_deadlines. )
Protecting Children Online
Around the nation, lawmakers are getting serious about protecting kids online.
Below are 3 Bills to watch in California.
AB 1831
On January 16, 2024, Assemblymember Marc Berman (D-Menlo Park) introduced AB 1831, which makes it illegal to create, distribute, or possess Child Sexual Abuse Material (CSAM) created by artificial intelligence. (AI)
In his blog, Berman states:
“The sexual exploitation of children must be illegal, full stop. It should not matter that the images were generated by AI, which is being used to create child sexual abuse material (CSAM) that is virtually indistinguishable from a real child,” said Assemblymember Marc Berman. “We must stop the exploitation of children. It is critical that our laws keep up with rapidly evolving AI technology to ensure predators are being prosecuted and children are being protected.”
SB 933
SB 933 is authored by Senators Aisha Wahab (D-Fremont) and Rosilicie Ochoa Bogh (R-Redlands).
It seeks to expand the definition of a computer-generated image to encompass those created through artificial intelligence.
AB 1856
AB 1856 is authored by Assemblyman Tri Ta (R-Westminster) targets “deepfakes”, a word that combines two words, “deep learning” and refers to videos, photos, or audio recordings that have been manipulated with artificial intelligence (AI) to appear real.
In addition, AB 1856 makes it a crime to distribute non-consensual intimate images, including deepfakes.
Other Laws
In addition to these laws, other states are by pursuing age verification laws, which prevent minors from engaging with pornography sites and other illicit content online.
These laws also serve to prevent big tech companies from preying on children.
The Harm of Technology
We have come so far in the area of technology, yet the world gets worse and more dangerous for our children. It reminds me so much of the Tower of Babel.
Techonology is making people believe they are Gods. Today, the creation and destruction of humans (made in the image of God) are available on the internet via surrogacy and abortion. We are no longer submissive to our Creator, nor do most acknowledge Him. Like the people of Babylon, technology has made our society more poweful and strong, however, the people are disconnected, dispersed and evil in inflicted on our most vulnerable: children.
For although they knew God, they neither glorified him as God nor gave thanks to him, but their thinking became futile and their foolish hearts were darkened. Although they claimed to be wise, they became fools and exchanged the glory of the immortal God for images made to look like a mortal human being and birds and animals and reptiles.
My prayer is the one by one, our society comes back to the Lord with a contrite heart. Jesus is the truth, the way, and the life. He is our only hope. Amen.
